Developers need to install Xcode Command Line Tools before they can develop software on a Mac. Apple provides a complete development environment for programmers named Xcode. If you are developing software for macOS, iOS, tvOS, and watchOS, you must install the full Xcode application. Yes, you can run Xcode 12 with the current macOS, Catalina. It will work perfectly, although you can update to the developer beta of Big Sur. Yes, it supports Catalina. I recommend using the latest Big Sur beta, however, so that you can update your app to support the latest technologies.

  1. Had the same issue after updating my MacBook to Big Sur and trying to update Xcode to version 12.5. Tried to reinstall, reboot my Mac, delete the app and install it again from App Store. Decided to leave the installation overnight and it helped! In the morning Xcode was installed successfully.
  2. If you perform a fresh install of Xcode, you will also need to add the commandline tools by running xcode-select-install on the terminal. While OS X comes with a large number of Unix utilities, those familiar with Linux systems will notice one key component missing: a package manager.
